Abstract:
Carbon Capture and Storage (CCS) of CO2 has become an indispensable technology to reach 2050 net-zero targets. To reach ambitious policy objectives for carbon removal requires cost efficient linkages of industrial polluters and available storage sinks by means of cross-border CO2 transport infrastructure. This paper presents results of multifactorial vignette experiments in four European countries and Canada to disentangle the impact of cross-border CO2 transport on individuals’ acceptance and fairness evaluations of CCS. While cross-border CO2 transport may increase the cost-efficiency of CCS, we find its perceived unfairness to clearly hinder public acceptance of CCS.
